Minorities Achievement and Attainment Service (MAAS)

MAAS is a service that works strategically to help schools build their capacity, improve standards and narrow the attainment gap for their minority ethnic pupils.


Our service can assist you to effectively use your Pupil Premium and EAL funding ensuring you are helping to close the attainment gap. The Service can also work with you to ensure you access your full entitlement to grant funding for EAL, and provide support and guidance to effectively use the funding to target interventions which actually work and are based on effective practice. Working to ensure that you address the attainment gap not only helps with compliance with Ofsted but also helps you address your responsibilities under Equalities legislation. The new focus on vulnerable pupils and "trigger" groups means now more than ever, that you need and must consider how you are helping your EAL pupils make effective progressive. MAAS can help you build your resilience and capacity to narrow the attainment gap for your EAL pupils.


  • Specialist support for schools for GRT (Gypsy, Roma and Traveller), EAL (English as an Additional Language) and BAME (Black, Asian and Minority Ethnic) pupils is now free for all Norfolk schools.
  • The Service acts as part of the Local Authority’s role as a champion for the needs of children within education.
  • Schools will be supported to build capacity, share good practice and to develop effective inclusive provision.

BAME / EAL Support

How the specialist advisers can work for your school:
With a rapidly growing BAME / EAL population in Norfolk, we are able to offer specialist support, guidance and training in how to support BAME and EAL learners in EYFS, primary and secondary settings. An adviser from our team is able to visit your school to provide support, guidance and help to build school-based capacity to provide effective pupil support in a variety of practical ways.

  • provide guidance on how to audit the quality of your existing provision for BAME and EAL pupils
  • give advice on admission and induction procedures (this is of particular significance in accessing EAL funding) and EAL language assessment
  • deliver specialist inputs to whole school training, support for leadership and bespoke training packages
  • support schools in engaging parents and the BAME / EAL communities.

EAL training course for TAs

We also offer a specialist and unique training course for Teaching Assistants which helps schools build and sustain their improvement agenda. This focuses on developing a toolkit of practical classroom-based strategies.

How the specialist Traveller Education team can work for your school:
Improving attendance, achievement and attainment for this group is critical. National data has identified that the educational achievement for GRT pupils is consistently low. The specialist Traveller Education team within MAAS offers expert advice and guidance to schools in narrowing achievement gaps and accelerating progress for GRT pupils. Schools can also access bespoke training in cultural awareness, inclusive practice and raising achievement.
Research studies have consistently identified GRT pupils as the group most at risk in the education system. However, research evidence also confirms that, when GRT pupils are given the right learning environment and experiences, they can be equally as successful as any other group.
Working with a dedicated outreach service, schools will receive support and advice from our Access and Attendance Officers to improve attendance. The team’s specialist Higher Level Teaching Assistants and Teaching Assistants have a comprehensive breadth of knowledge and expertise, with a commitment to supporting and challenging schools to develop strategies that ensure and promote positive inclusion
